Bovine RMP Reporting Tools
The Central Valley Regional Water Quality Control Board has created tools and guidelines to help facilities permitted under the Bovine General Order (R5-2017-0058) prepare annual reports. The Bovine General Order regulates non-dairy bovine facilities such as heifer and calf ranches, beef feedlots, and auction yards.
The Bovine General Order requires that facilities enrolled as Full Coverage Operations (those are operations with 100 or more Animal Units) and Limited Time Operations (typically auction yards) submit an annual report. The tools/guidelines below are intended to help these types of facilities prepare annual reports that comply with the Order.
The Bovine reporting tools are optimized to use Microsoft Excel to complete. If you do not have access to Microsoft Excel, you’ll need to use the PDF version of the appropriate reporting tool.

Limited Time Bovine Annual Report
This reporting tool is designed for Auction Yards enrolled under the Bovine General Order as Limited Time Operations.

Full Coverage Bovine Annual Report
This reporting tool is designed for Full Coverage Operations that:
1) export all their manure, or
2) apply their solid manure to cropland that is enrolled in an Irrigated Lands Regulatory Program (ILRP) coalition and DO NOT apply liquid manure or wastewater to cropland

Full Coverage Bovine Annual Report with Cropland
This reporting tool is designed for Full Coverage Operations that:
1) apply manure to cropland that is not enrolled in an ILRP coalition, or
2) apply liquid manure or wastewater to cropland, whether or not the cropland receiving liquid manure/wastewater is enrolled in an ILRP coalition
A complete annual report consists of two parts. The first part is information about the herd:

The second part is information about the cropland, which can be generated by using Merced County’s dairy annual report software. Guidance is available to assist bovine operators in adapting the Merced County software for bovine annual reports:
